- Guidance Relevant to Approval of Novel Agents after Phase II Trials
Guidance for Industry: Providing Clinical Evidence of Effectiveness for Human Drug and Biological Products ...reliance on only a single study will generally be limited to situations in which a trial has demonstrated a clinically meaningful effect on mortality, irreversible morbidity, or prevention of a disease with potentially serious outcome and confirmation of the result in a second trial would be practically or ethically impossible.
Approval of New Agents after Phase II Trials What are we to conclude from these recent decisions and strategies? It seems apparent that with a valid biomarker test in hand and appropriate patient selection, an appropriately targeted therapy can provide strong indications of its ultimate value in an expanded cohort of subjects during a phase I trial. A confirmatory phase II trial, which need not be randomized if an active control is not available, can provide sufficient evidence to convince regulatory authorities to grant accelerated approval, and the process can be completed in three years or less. In many types of cancer, a strong indication of activity, such as a 50 percent or greater partial and complete response rate coupled with a time to progression of 4 to 6 months or greater, would represent a significant step forward and need not require preapproval confirmation in a phase III trial, particularly if no standard therapy provides benefit. One can imagine many such disease entities, including grade glioblastomas, metastatic pancreatic cancer, metastatic cholangiocarcinoma, hepatoma, and various subsets of soft tissue sarcoma, in which standard therapies are minimally active and significantly toxic. Given the modest toxicity of most targeted agents, if a new agent demonstrates impressive activity in its early trials, there is minimal safety risk in granting accelerated approval for these agents. Confirmatory trials postapproval would be required and might take the form of randomized comparison of two dose levels, intermittent compared with continuous therapy, randomized discontinuation in patients with stable disease, or randomization to continued therapy beyond progression in combination with an alternative therapy. Such trials would provide a better definition of safety, and survival benefit, although in most cases, it would not be ethical to deny the new agent to patients on any arm of the trial.
- What does this mean?
The DC Vaccination + TLR-3 agonist (poly-ICLC) is a Phase II trial in rGBM. The FDA has approved trials based off of phase 2 trials where they have shown a "strong indication of activity", particularly if no standard of care exists. There is no standard of care for rGBM. The combo trial showed greater 50% of rGBM patients being alive at approximately 100 months whereas historical controls point towards the average OS being 7.8 months. It appears the DC Vaccination + TLR-3 agonist (poly-ICLC) has a valid argument for approval based on this Phase 2 trial.

What's the timing of the MAA submission? Soon, but it's noise. No opinions should change if the filing is May or June. Will they get regulatory approval in Canada? Patients will understand that L and Direct are tissue agnostic before big pharma and possibly some regulators openly admit or grant that designation. What is the $ value of that designation?; ). What is the impact on the cancer health care system and research with that designation?; ). Who would be foolish not to make their moves before that designation is “officially” granted?; ). This is going to be so much fun for those who make it to that point as investors in this company. By the way, would Edens need to be in place if a regulator was only offering tissue agnostic classification approval based on it?; ). Manufacturing, manufacturing, manufacturing. Post# 587921 of 587979 Don't disagree with any of these conjectures, AEK, but let's also admit that the company is under pretty extreme financial pressure right now, not the least of which is the latest loan from Streeterville Capital, and if even one or two of the steps you are suggesting does not come to pass, one of the three downside risk scenarios could occur:
1) Chapter 11 bankruptcy (reorganization)
2) Chapter 7 bankruptcy (liquidation at fire sale prices)
3) forced merger under undesirable terms of sale
While I appreciate your efforts to focus on the bright side, the upside, etc., a rational and mature investor must not lose sight of the downside risks to capital (IMHO).

Sure, everyone knows that Austria can bring forth some insane talents, we are all aware of the powerhouses Camo & Krooked and Mefjus, dancefloor connoisseurs Fourward and Disaszt, personal favourites Phonetic and Moekel, Neuro brain scramblers Screamarts and TR Tactics, or deep and dark maestros like Wingz and En:vy (not anymore, but you get me) after all. However, the Kaninchenbau goes much, much deeper than that. Allow me to demonstrate what I mean, by taking a look at two new talents from two corners of the country, Puzzle and Dub Ten.
1. Puzzle - Orchid / Hyacinth 💎 [Deep Within Recordings]

Wait, Puzzle, that name rings a bell, doesn't it? If you've been reading these for a while, and you've got an impeccable memory, it most certainly will.
For those like me with the less functional memories: Way back in early 2021, I was already puzzled about how insane his debut EP is! Since that, mister Jonas Feurle has truly lived up to his last name, firing off one incredible tune after the other, from non-dnb experimentations on his wonderful Diaries Of A Daydreamer EP to ridiculous DnB bangers like the colourful Yellow on In The Lab, which deservedly earned him his first free download chart numero uno, the versatile Venus EP on Stellar Audio, collaborative craziness with Sign, DANEY and Vortex, and an historic entry to the gallery of Sound Museum. Looking at this list, one could say that Puzzle has certainly already made an impact on the scene, but we are still far from removing the "underrated" label from his name in my opinion. I could've written something about any of these releases listed above, literally all of them are delightful, but since it was still too close to the previous review, I decided against it. Not only has enough time passed for me to re-up my strong recommendation once more, this new double single is also just so damn good that I can't help it, I just have to feature it. Emphasis on the gem part of the Hidden Gem Of The Week™️ title.
For this, Jonas has worked together with deep and dark veteran Division's very own label, Austria-based Deep Within Recordings! Yep, even the labels are Austrian today. As is basically tradition with these newcomer label introductions, Deep Within was founded in early 2020, showcasing their talented roster with a series of free downloads, before later also stepping into the world of paid releases. Not only did they quickly manage to attract a lot of talent in the dark and steppy corners of the genre, like Teej, Hexa, Mofes, Kidsonic and Sudley, they also delved deeper and deeper into the more vibey sounds, with stunning releases by En:vy, Wingz, Offline, DOt., Gestalt and VISLA. In addition to the incredible music, the label also sports an art direction for their covers that's honestly so perfectly moody and beautiful I kind of want to buy and put up some of these artworks as posters at home. No wonder they got nominated for Best Newcomer Label in 2022!
As much as they deserve this and any future nominations, it has to be said that our protagonist for this release, Puzzle, absolutely deserves one too. On the A-side, Orchid, Jonas once again only picks out the prettiest sounds to curate his incredibly colourful sonic bouquet for us. Like the olfactory sensation of the real-life equivalent of this analogy, the hand-picked synths majestically travel throughout the auditory space, drawing all attention and satisfying the senses. While the synths are absolutely the focus and main star here, Puzzle also rounds the selection off with some heartwarming bass, extra shaky (in a good way) drums and an atmosphere to die for.
That isn't the only fantastic floral arrangement Puzzle has got in his flower store for us though, we've still got the less commonly known counterpart, Hyacinth, to talk about! We enter this particular multi-layered experience with some more sublime synth melodies gently strumming along, while a vulnerable vocal airs its grievances in little bursts. Right when the deliciously dynamic drums announce that we're now diving into the drop, we're stopped in our tracks, before a burst of soft stabs restarts the engine and we're thrown on a river of deeply rumbling bass. All throughout the various stops and starts of the drop, the honestly excellent, detailed drums continously push you forward in a way that you never quite know what's gonna happen next, while still feeling natural, creating this really interesting flow.
Doesn't matter whether Puzzle embarks on an interstellar journey, or if he just wants to show us his favourite flowers, the end result is always stunning. Check this and all of his previous and future releases out, you won't regret it.
2. Dub Ten - LND / Ghetto 💎 [Empathy Audio]

After taking a look at someone I've had on my radar for quite some time now, let's talk about someone I and probably most of you haven't even heard of before: Dub Ten! While I would definitely put the emphasis l on the hidden part of the Hidden Gem Of The Week™️ title this time around, this one absolutely deserves the gem part too.
So, who is this dubplate number 10 then? Based in Wörgl, Gabriel Kirchebner has been part of the local DnB community for ages. Perhaps most famously, he won the raffle for a ticket to the DC Breaks album tour in 2017. Okay, I'm sorry for this extremely random and entirely too specific detail, but that's literally all I could find out about the guy. I mean, yeah, he's also been around as a DJ, but there's really not a whole lot to tell you here. This is his very first release too!
Alright, okay (alright, okay), let's talk about the platform putting out his release then: Empathy Audio! From the western side of the country, Innsbruck, to be specific, Nico "Apollo" Hassler and George "Decaz" Haselwanter have recently started working together to bring great soulful and forward-thinking techy DnB to the masses. Since being founded in 2022, so less than a year into the operation, they have already put on various Empathy Audio label nights, showcased the likes of Resslek, Drum Dad & Bass Boy, Azura on their Empathy Sessions guest mix series, and put out releases by moab, Vortex and label founder Apollo himself. Pretty good for such a short timespan I'd say!
Wanna know what's somehow even better for an even shorter timespan? This Dub Ten debut one-two punch! In the public eye, at least. I'm pretty sure he's worked on these two beasts for quite some time before letting them out of their cage. For instance, the opener LND, with its frankly unfairly gorgeous synths, incredibly vibey vocal sample and smoothly rolling drums, is so damn lovely, I almost refuse to accept it's coming from such a new name! Seriously, the first time I experienced these sultry summertime synths seducing my ear canals, I had to immediately stop what I was doing and redirect all my energy to increasing my laptop's volume as high as possible. I can't stress enough just how satisfying they are.
As if that wasn't enough for a debut release, Gabriel threw in another Dub of his to complete the picture: Ghetto! As the name already kind of implies, this one is way grottier than its predecessor, showcasing the darker sides of his production. While I would love to just have twenty LND type vibes on here, it is also equally interesting to hear what he brings to the table in a completely different setting. Let me rephrase that. It's not "just" an interesting tune, it's a full-on no-prisoners-taking steppy banger of a tune! Groovy drums continously skipping along, well-designed bass womps with their own rhythmic agenda, all woven together so perfectly that you can't help but skank along. Or at least nod your head a little.
Two sides of the deep DnB coin, both infused with Dub Ten's personal style, resulting in two incredible vibes of their own. Not just insanely good for a debut release, this is outstanding in general.

2023.02.03 10:30 SowetoNecklace Quarante ans de guerre en Afghanistan (4/4) : La période 2001-2021, ou "Pourquoi les talibans ont-ils gagné?"
1/4 : Petit rappel de ce qu'est l'Afghanistan 2/4 : La guerre russo-afghane 3/4 : La guerre civile afghane et le premier Emirat Le renversement du pouvoir taliban se passe sans trop de souci. Les Américains contactent les derniers restes de l’opposition anti-taleb, notamment Abdulrashid Dostum et le maréchal Qasim Fahim Khan, et leur fournissent des armes et du matériel. Les premiers problèmes stratégiques arrivent dès la mi-novembre, quand des éléments de l’Alliance du Nord s’approchent de Kaboul. La question est la suivante : Faut-il permettre à l’Alliance du Nord d’entrer seule dans la ville ? Après tout, les nordistes sont majoritairement Tajiks (comme l’était feu Massoud) ou Ouzbeks (comme l’était Dostum). Or, les Américains se basaient aussi sur des forces de résistance anti-talibanes pachtounes. Donc laisser les nordistes prendre Kaboul seuls risquait d’énerver les pachtounes (qui se pensaient uniques autorités légitimes en Afghanistan, talibans ou non) et de provoquer des tensions. Mais parallèlement, les forces Pachtounes n’allaient pas être en position de se rapprocher de Kaboul avant plusieurs mois. Les attendre risquait de retarder l’effort de guerre.
Finalement, les Américains font pression sur les nordistes pour qu’ils n’entrent pas dans Kaboul avant l’arrivée des forces internationales, pour donner un effet moins « afghan » à la prise de la ville. Mais le 13 novembre, les talibans battent en retraite et évacuent la ville sans combattre pour se replier sur Kandahar.
Les prémices de la République islamique afghane Le nouvel Etat afghan n’est pas du tout planifié. Les Américains à l’époque croyaient encore pouvoir redresser le pays sans avoir à l’occuper longtemps, et ont commencé par laisser les Afghans choisir leurs leaders. Quelques-uns d’entre eux sollicitent l’ancien roi Zahir Shah, renversé en 1973 et exilé depuis en Italie, mais Zahir n’a aucune envie de gouverner et limite son rôle à la fondation d’un conseil de concertation entre groupes d’opposition. D’autres se retournent vers Burhanuddin Rabbani, le président de la brève République islamique afghane en 1992 qui avait été chassé par les talibans. Rabbani avait tenté de se réinstaller comme président après l’arrivée des américains (allant jusqu’à s’installer de sa propre initiative dans le palais présidentiel après la prise de Kaboul), mais il avait des liens étroits avec les Frères musulmans, ayant étudié en Egypte. Dans la période 1992-2001, les Frères musulmans étaient devenus infréquentables pour les occidentaux, et une négociation bien menée le persuada de renoncer à son poste.
Finalement, une feuille de route est dressée lors de la conférence de Bonn en décembre 2001. Un gouvernement d’intérim sera sélectionné, qui aura pour but de convoquer une « grande assemblée » (loya jirga) de transition, qui aura pour but d’élire un gouvernement de transition, qui rédigera une constitution, laquelle sera ratifiée par une loya jirga constitutionnelle. Tout ça est sensé durer deux ans. Le groupe de Bonn finit par sélectionner Hamid Karzai, ancien allié des talibans et leader de la résistance anti-talibane, pour mener le gouvernement d’intérim.
Pendant ce temps, les dernières poches de talibans se font foutre en l’air les unes après les autres. Des vétérans talibans interviewé bien plus tard parlent du traumatisme des bombardements, de se battre contre un ennemi qui n’est « pas là », d’explosions si intenses qu’il ne reste rien des morts à enterrer. La population civile subit aussi ce traumatisme : On considère qu’il est inutile de s’opposer aux Américains, qu’ils seraient capables de frapper « une aiguille dans un village » avec leurs satellites et leurs avions (les drones sont encore une technologie peu utilisée pour frapper à l’époque). Les soutiens traditionnels des talibans les lâchent, notamment le Pakistan qui remet plusieurs commandants aux américains. En décembre 2001, le mollah Omar publie un communiqué reconnaissant la légitimité de Hamid Karzai comme président par intérim et donne l’autorisation à ses lieutenants de se rendre. Quelques jours plus tard, le commandant Mullah Zaeef annonce que les talibans déposeront tous leurs armes à partir du lendemain.
Les talibans se rendent. Les américains refusent cette reddition et annoncent qu’ils continueront les opérations militaires quoi qu’il se passe.
Vingt ans plus tard, j’ai du mal à imaginer une décision plus stupide que celle-ci, qui a causé la suite de la guerre, aggravé le chaos afghan et mené de toutes façons à la défaite occidentale. Les commandants américains interrogés en 2021 sur le sujet disent avoir été aveuglés par la colère du 11 septembre, le besoin de vengeance et l’excès de confiance. Après tout, on est en 2001, la puissance militaire américaine est à son pic, le traumatisme de la défaite au Vietnam est oublié, la relative défaite de Mogadishu 1993 est bien moins grave, et les derniers conflits d’ampleur (Golfe et Balkans) ont été des victoires sans équivoque.
Les nouvelles autorités afghanes se lancent immédiatement dans des vengeances privées. Après tout, depuis vingt ans que dure la guerre, plein d’animosités et plein de vendettas ont éclos. Les alliés des Américains manipulent les forces de la coalition en invoquant les talibans : Mike Martin, un Britannique affecté dans la province d’Helmand, parle de plusieurs assauts organisés sur la base d’informations venues des autorités afghanes (« Ce village-là, ce sont des talibans ! Il y a encore des jihadistes là-bas, faut y aller ! »), sauf que les occidentaux se rendent compte en combattant sur place que les « talibans » sont en fait des miliciens claniques sans aucun lien avec le jihad, et que les autorités avaient tenté de les envoyer massacrer leurs ennemis ancestraux pour le compte d’un conflit privé. Encore une fois, des forces étrangères se heurtent à l’extrême malléabilité de la société afghane.
Ces raids sur des innocents tourne progressivement l’opinion des civils afghans contre les forces coalisées. Quand une escouade de marines américains débarque dans un village, entrent dans une maison par la force, ligote les femmes et emmène les hommes, y compris les vieux, trois immenses tabous de la société afghane sont brisés : l’inviolabilité du domicile, le fait de toucher une femme et de la laisser sans un homme pour la protéger, et le respect total dû aux « barbes-blanches ». L’honneur afghan, qui demande vengeance, provoque une hostilité de plus en plus grande dans les zones rurales traditionnelles.
L’émergence du Quetta Shura, 2002-2005 Parallèlement, le traitement des anciens talibans qui se sont rendus est violent pour la culture afghane du consensus : Ils sont arrêtés, emprisonnés, assassinés par les policiers locaux qui se plaisent à les « persécuter ». Bien que ça puisse paraître justifié pour nous, ce genre d’actes est déshonorable et déshonorant pour un Afghan, et beaucoup de combattants talibans en parlent comme d’une motivation pour reprendre le combat. Certains anciens commandants, dont le futur chef suprême Mollah Mansur, avaient tenté de se faire oublier dans leurs villages et décident finalement de rejoindre leurs camarades au Pakistan.
A partir de 2002, les talibans se réorganisent. La plupart de leurs commandants sont à Quetta au Pakistan. Le premier signe de leur retour est leur occupation du village de Nishan, près de Kandahar, sans que l’armée afghane ou l’OTAN ne réagisse rapidement. Peu de temps après, ils entrent dans la province de Nangarhar, à l’est du pays, via la région de Spin Ghar (« Montagne blanche ») puis la région voisine de Tora Bora, lieu d’un énorme complexe de cavernes qui avait servi de base à Oussama Ben Laden et est rapidement repris par les talibans.
Les différents « fronts » de résistance talibane se constituent indépendamment, sous la houlette d’un mollah ou deux, sans que les leaders à Quetta ne soient réellement au courant. En 2003, alors que le Pakistan leur lâche un peu la grappe, ces leaders décident de reprendre le contrôle et créent en Conseil de direction (« Rahbari Shura ») appelé le plus souvent Quetta Shura. L’objectif du Quetta Shura à l’époque n’était pas de renverser le gouvernement de Karzai (c’était considéré comme impossible) mais de mettre la pression sur Karzai et les Américains pour obtenir des garanties et un rôle dans le nouveau gouvernement. Les Pakistanais ne soutiennent pas vraiment le Quetta Shura, préférant fermer les yeux sur ses activités et leur filer un peu d’argent (20 millions de dollar par an, une broutille par rapport à leur objectif), sans plus.
Le Quetta Shura a un peu de mal à reprendre le contrôle sur les différents groupes talibans opérant en Afghanistan, et les négociations sont âpres. Fin 2003, le clan Haqqani, alliés des talibans en 1996, accepte de rejoindre le Quetta Shura en échange de financements et de deux sièges au conseil.
A partir de là, la nouvelle organisation adopte un modèle dit « polycentrique » : Le Quetta Shura donne des directives mais les commandants de terrain ont le droit de les adapter selon les besoins du combat. L’exemple principal sera l’éducation des jeunes filles : Nominalement déconseillée par le Quetta Shura, certains commandants régionaux accepteront de laisser les écoles pour filles ouvertes sans les inquiéter, en échange de concessions négociées auprès des anciens des villages (des financements, des armes ou des informations). D’autres refuseront catégoriquement et feront dynamiter les écoles de filles. Ce genre de différence n’a aucune logique géographique : Dans la même province, trois vallées peuvent avoir trois accords différents, et l’accord passé avec un commandant peut être renégocié avec son successeur.
Officiellement, il y a une chaîne de commande claire : Le Quetta Shura est divisé en comités (Politique, religieux, militaire, économique, santé etc.) et dirige les gouverneurs dans les provinces afghanes qui ont eux-mêmes des comités. En réalité, c’est plus compliqué : Les gouverneurs provinciaux vont avoir pour rôle de gérer l’Etat parallèle taliban (On en parlera plus tard) et les commandants militaires fonderont des « fronts » (
mahaz) qui s’organiseront plus tard en « grands fronts » (
loy mahaz) qui portent le nom de leurs commandants : Il y a le Dadullah Mahaz, le Sattar Mahaz, l’Ibrahim Mahaz, etc. Un
loy mahaz peut être présent dans plus d’une province, et une province peut avoir plusieurs
loy mahaz. Les relations entre les commandants militaires et les gouverneurs provinciaux sont souvent difficiles. Ça donne un peu
ça, désolé pour le diagramme fait avec le cul sur mon téléphone, et surtout la réalité est bien plus complexe que ça.
L’année 2005 est l’année du retournement pour le Quetta Shura : Le Pakistan leur déclare son soutien, bien au-delà de la neutralité bienveillante qu’ils avaient avant. Des pays arabes, le Qatar en particulier, leur envoient des millions de dollars. Même les Iraniens, qui soutenaient l’Alliance du Nord contre les talibans, leur envoient du soutien matériel pour contrer l’influence américaine à leurs frontières. Parallèlement, la corruption de l’Etat afghan horripile la population afghane qui commence à voir les talibans comme une meilleure alternative.
La corruption en Afghanistan On ne peut pas parler d’Afghanistan sans parler de corruption. L’Etat afghan était terminalement pourri, le pays était régulièrement en 174-175e place sur 180 dans la liste des pays les plus corrompus de Transparency International. Aujourd’hui, les anciens dirigeants en exil parlent plus ouvertement de cette corruption, disant « C’est la faute des occidentaux, c’est eux qui versaient de l’argent pour la corruption ». Les Afghans installés à l’étranger refusent cette explication, répondant en substance « S’ils ont pu vous acheter, c’est parce que vous étiez à vendre ».
Qu’on soit clairs : TOUT en Afghanistan se réglait à coups de billets, à tous les niveaux de la société. Les agences d’immigration européennes ont d’ailleurs depuis longtemps déclaré que les papiers d’identité afghans n’avaient pas de valeur, puisqu’il suffisait de 200$ pour obtenir d’un fonctionnaire des papiers avec un faux nom, permettant après d’avoir un passeport à ce faux nom. Pour obtenir ton permis de conduire, même chose. Pour trouver un boulot dans la fonction publique, idem. A noter que « corruption » ici ne signifie pas que par moyens financiers : Quand tu fais partie d’un clan influent, tu peux utiliser cette influence pour obtenir des choses sans débourser un afghani.
Le phénomène du « land grabbing », la saisie illégale de terrains, se généralise à partir de 2006. Les voleurs sont souvent des ministres ou hauts fonctionnaires du gouvernement, qui s’en servent pour des projets immobiliers : La plupart des nouveaux quartiers de Kaboul, ville qui s’étend à une vitesse pharamineuse, sont construits sur des terrains spoliés. Quelques individus saisissent la justice, qui décide presque systématiquement en la faveur des voleurs de terrain (moyennant une valise de billets ou un poste au gouvernement pour le juge, bien sûr).
En 2010, le scandale Kabul Bank éclate. La plus grande banque du pays avait accordé des « prêts » hors de toute régularité pour investir dans des villas privées à Dubai, détenues par des membres du conseil d’administration de la banque. Un total d’un milliard de dollars aurait été exfiltré du pays, et dépensé selon les renseignements afghans « En fêtes, alcool et jeunes filles russes ». En 2021, à la chute du pays, la justice afghane n’avait récupéré que 180 millions de dollars de cette somme. Un des responsables principaux, Khalilullah Fairouzi, était sensé être assigné à résidence mais se baladait librement dans Kaboul (et partait encore en vacances à Dubai) à chaque fois que l’envie lui prenait de filer 200$ aux policiers « surveillant » sa maison ou l’aéroport.
Dans l’armée, le phénomène des « soldats fantômes » se généralise aussi. Des généraux ou commandants d’unité vont déclarer avoir 100 hommes là où ils n’en ont que 70. Quand le centre de rémunération de l’armée verse les salaires de 100 hommes, les commandants en profitent pour garder l’argent destiné aux 30 hommes manquants (et ponctionnent un peu le salaire des 70 présents). C’est une des raisons pour lesquelles une armée afghane supérieure sur papier s’est effondrée aussi rapidement devant les talibans : Selon l’ancien ministre des finances afghan en exil après la chute de Kaboul, l’armée qui était sensée compter 300 000 soldats n’en aurait eu que 50 000 en réalité, soit environ 80% de soldats fantômes.
La plupart des dirigeants afghans obtiennent ou achètent une double nationalité : Le gouverneur de Kaboul était afghan-tchèque, le directeur de la Banque centrale du pays était afghan-américain, et après les élections de 2015 neuf ministres potentiels avaient la double nationalité (Le parlement afghan a refusé d’en approuver certains pour cette raison). Même ceux qui renoncent à leur double nationalité pour pouvoir entrer au gouvernement gardent des liens avec leur deuxième pays. Les Afghans normaux y voient une trahison : Comment avoir les intérêts du pays en tête quand tu as tout ce qu’il te faut pour décamper en cas de problèmes et avoir le même confort de vie ailleurs ?
La corruption de l’Etat afghan sera un des meilleurs arguments de la réémergence des talibans.
L’Etat parallèle insurgé Le Quetta Shura n’est pas sans concurrence : A partir de 2007, le clan Haqqani se désolidarise d’eux et commence ses propres opérations dans l’est du pays. La même année, un autre shura à Peshawar se forme (On l’appellera logiquement le Peshawar Shura) qui captera pendant un temps les fonds pakistanais et forcera le Quetta Shura à se reposer sur l’Iran et le Qatar. Les talibans emploient trois tactiques principales : Des attaques « normales » à l’AK-47, des engins explosifs improvisés (La Quetta Shura interdira leur utilisation en 2014, parce que les morts civils commençaient à leur coûter en termes de propagande), et les attentats-suicides.
L’adoption des attentats-suicides sera controversée pour les Talibans. C’était une importation d’Irak, où Abu Musab al-Zarqawi les avait utilisés à pleine balle, mais c’était étranger à la culture pachtoune qui te dit de « te battre comme un vrai mec ». Les Haqqani seront les premiers à s’en servir, à l’aide d’explosifs militaires pakistanais.
En 2013, le mollah Omar meurt et son successeur est Akhtar Mohammad Mansur. Il réussit à s’aligner à nouveau sur le Pakistan et à récupérer les ressources pakistanaises, à marginaliser la Peshawar Shura, et force les talibans à adopter une structure plus centralisée qu’avant. En 2015, la rivalité vient d’ailleurs : des émissaires de Daesh arrivent en Afghanistan initialement pour demander une alliance, mais ils essaient en sous-main d’acheter la loyauté de certains commandants. Les Talibans les rejettent, et Daesh décide de s’installer « en nom propre » en Afghanistan, formant l’Islamic State – Khurasan Province, ou ISKP. Les combats entre ISKP et Talibans sont rudes, avec l’armée afghane qui soutient les uns puis les autres alternativement pour faire durer les combats (lors de la bataille de Darzab en 2018, l’armée afghane a fourni soins et évacuations médicales aux jihadistes de l’ISKP battus par les talibans). Malheureusement pour eux, le nom « Daesh » attire trop l’attention des occidentaux, et l’ISKP fait l’objet d’une campagne de bombardements qui fait que leurs fiefs traditionnels dans les provinces de Nangarhar et Kunar sont repris par les talibans en 2019.
Les crises de 2007-2015 persuadent les Talibans qu’il faut non seulement gagner militairement mais proposer un projet d’Etat alternatif. Ils installent, dans les régions sous leur contrôle, un système qui parasite et complète le système gouvernemental. Par exemple, les instituteurs dans les régions talibanes sont majoritairement payés par le gouvernement, mais sont obligés de respecter les demandes du gouverneur taliban local. Durant les épreuves du bac, les copies des bacheliers afghans sont récupérées par des talibans du Comité d’éducation local, transportés sous scellés à la frontière des zones de contrôle pour y être remis à des fonctionnaires gouvernementaux qui les amèneront à Kaboul pour qu’elles y soient notées. Ce mélange de combat et de collaboration, typiquement afghan, mystifie les Occidentaux mais reste tout à fait normal pour leur société.
Les Talibans négocient aussi avec les ONG pour permettre l’arrivée de services de santé dans leurs villages. Il y a un cahier des charges à respecter (qui change selon le gouverneur, bien sûr), mais dans bien des cas les humanitaires peuvent travailler en zone talibane. Il y a toujours des exceptions, il suffit qu’un gouverneur ou un commandant local décide que « Les humanitaires sont des espions du gouvernement » ou que « La vaccination est un mensonge pour nous affaiblir » et tous les travailleurs humanitaires sont en danger.
Mais cet Etat parallèle n’est nulle part plus visible que dans la justice. La justice de la République afghane était perçue comme entièrement corrompue, l’opinion générale étant que le magistrat trancherait en faveur de celui qui ferait le plus gros chèque. Je tiens à souligner, comme je l’ai fait plus haut, que cette perception était 100% juste. Les talibans ont alors mis en place un système de justice parallèle, en nommant des juges (
qazi) et des commissions judiciaires (
Qaziano Komisiyun). Tout citoyen peut saisir la commission judiciaire en écrivant un courrier au gouverneur, qui enverra un
qazi dans le village. Les
qazi se déplacent à moto, ce qui fait que les Afghans les appellent « Juges à moteur » (
Moder qazi).
D’ailleurs, il y a peu, un voleur a profité qu’un juge était trop occupé à fouetter un condamné pour voler sa moto.
Les
moder qazi règlent les différends à l’afghane : En demandant des témoignages des anciens, en écoutant les plaintes, et en appliquant un arbitrage selon la charia. Pour des arbitrages simples, ils privilégient la conciliation. Pour des affaires criminelles, les punitions sont coraniques : Coups de fouet, mains coupées, exécutions. C’est brutal, mais ça s’applique à tous à égalité. Les Afghans ont l’habitude de la brutalité, donc ils préfèrent ça à la corruption de Kaboul.
Ce n’est pas pour autant que les Talibans sont exempts de corruption : Selon l’ONU, 30% des revenus des taxes perçues par les Talibans n’arrivent pas dans les coffres de l’organisation et sont gardés par les gouverneurs. Parfois c’est autorisé, parfois nettement moins. Les taxes sont l’ushr (10% de tes récoltes de l’année) et la zakat, l’impôt religieux prévu par le Coran. Ces taxes ont toujours été prélevées par une autorité ou une autre en Afghanistan, ça ne change pas grand-chose pour les civils. Evidemment une grosse partie de leurs revenus vient aussi de la culture de l’opium, alors même qu’ils l’avaient écrasée lors du premier Emirat. Le besoin d’argent dépasse la morale islamique…
Pourquoi les talibans ont gagné ? Contrairement à d’autres guerres asymétriques du passé, je pense que la guerre d’Afghanistan était gagnable. La société afghane de 2001, épuisée par 30 ans de guerre, aurait accepté une République islamique garante de stabilité. Les talibans eux-mêmes auraient été d’accord pour déposer les armes. Je dirai qu’il faut regarder sur plusieurs plans pour comprendre leur victoire.
Tout d’abord, la corruption de Kaboul dont j’ai parlé plus haut a affaibli la capacité de la République à répondre à une insurrection. Comme au Sud-Vietnam quarante ans plus tôt, les capacités officielles militaires et politiques de l’Etat étaient grossièrement surestimées. Depuis l’invasion d’Ukraine, j’ai appris le terme russe
Vranyo, qui désigne la culture du mensonge à tous les niveaux, et qui explique partiellement la déconfiture russe en Ukraine. Le
Vranyo afghan a provoqué les mêmes effets face aux talibans.
En plus, la République n’a jamais essayé de « faire nation », ou proposer un projet de société. Même à Kaboul, le sentiment d’appartenance à une nation afghane était tertiaire : On était de son clan d’abord, de son ethnie ensuite, et seulement afghan en troisième. Là encore, la manipulation des intérêts tribaux par les classes dirigeantes ont renforcé les tribus sans s’en attacher la loyauté.
En plus, les Afghans ont toujours eu du mal avec la présence d’armées étrangères en Afghanistan. Ce sentiment s’est rapidement transformé en haine, même dans les zones gouvernementales, et était facilement manipulé. Lors du lynchage mortel de
Farkhunda Malikzada, à Kaboul, la foule a fini par l’accuser d’être « une employée des Américains », ce qui justifierait de l’assassiner. Encore une fois, on était à Kaboul, donc la zone la plus « pro-occidentale » du pays.
Enfin, il faut voir du côté du Pakistan. Le soutien du Pakistan aux Talibans n’a jamais fait l’ombre d’un doute. Des ingénieurs militaires pakistanais ont fabriqué les premiers gilets explosifs pour les kamikazes talibans, ils leur filaient du matériel pour leurs bombes, et des financements à hauteur de plusieurs centaines de millions de dollars par an. Durant son mandat, Hamid Karzai a sollicité à plusieurs reprises une intervention diplomatique, voire militaire, des Américains contre le Pakistan, ce que les Américains ont toujours refusé : Le Pakistan est un Etat-voyou, mais il est trop dangereux de le déstabiliser.
Juste un détail : Le Pakistan voulait des talibans
forts, mais pas des talibans
victorieux. L’idée était de garder l’Afghanistan faible, pour l’empêcher de reprendre la question du Pachtounistan (Dont j’ai parlé dans le 1er de cette série) et de contrer l’influence de l’Inde sur le gouvernement de Kaboul. Bien sûr, il y avait aussi le fait que beaucoup d’éléments au sein des renseignements pakistanais, l’ISI, étaient ouvertement jihadistes et pro-talibans pour des raisons religieuses. La possibilité d’avoir un Etat allié derrière eux en cas de conflit avec l’Inde (ce que le Pakistan appelle la « profondeur stratégique ») les intéressait aussi.
Néanmoins, les talibans étaient perçus comme difficilement contrôlables par l’ISI, et surtout trop proches de leurs homologues pakistanais, les Tehrik-e Taliban Pakistan (TTP). Pour cette raison, une victoire sans équivoque des talibans en Afghanistan n’était pas considérée comme souhaitable, et le Pakistan a été pris de court par leur victoire. D’ailleurs, depuis la réinstauration de l’Emirat islamique d’Afghanistan, les TTP intensifient leur campagne de terrorisme, avec cette semaine 101 morts dans un attentat dans une mosquée à Peshawar.
La chute La victoire finale des talibans était attendue par une partie de la communauté internationale, mais pas aussi vite. Des Afghans installés de longue date en France m’ont d’ailleurs dit « Quand les Russes sont partis, les Communistes ont tenu trois ans tous seuls. Quand les Américains sont partis, ces branquignols n’ont pas tenu trois semaines ». Dès que la volonté américaine de continuer la guerre s’est épuisée, les talibans en ont profité pour obtenir ce qu’ils voulaient avant tout : Un arrêt du soutien aérien américain à l’armée afghane, qui était le seul avantage qu’ils ne pouvaient pas contrer.
Dès la fin des frappes aériennes, l’armée afghane a fui. Parfois, fuyant même plus rapidement que les talibans ne pouvaient avancer. Le 6 août 2021, ils entrent dans Zaranj, capitale de la province de Nimrouz, sans combattre. A Ghazni, le gouverneur conclut un accord avec les talibans et leur remet la ville contre la promesse qu’il peut garder ses propriétés et que ses avoirs ne seront pas confisqués. Les forces gouvernementales évacuent Jalalabad et les Talibans rentrent dans une ville vide le 15 août.
A Kaboul, c’est la panique, tout le monde se rue vers l’aéroport pour tenter de partir avant l’arrivée des talibans. Vous avez vu les vidéos, je ne reparlerai pas de cette période, mais il faut aussi parler du comportement des élites afghanes : Comment le président Ashraf Ghani est parti vers le Qatar dans un avion-cargo privé où il avait chargé quatre voitures remplies de liasses de dollars en liquide (La rumeur raconte qu’il en avait six, mais qu’elles étaient trop lourdes pour l’avion et qu’il a fallu en laisser deux). Comment Hamid Karzai, alors à la retraite, a accueilli les talibans comme des frères chez eux, leur a servi du thé et a eu une gentille conversation avec eux, et était pressenti pour intégrer le nouveau gouvernement taliban. Comment le vice-président Amrullah Saleh n’a informé personne, ni son équipe ni sa famille (tout autant en danger que lui), de sa fuite au milieu de la nuit. Comment le ministre de la Défense Bismillah Khan avait disparu durant les 72h avant la chute, injoignable même par le président ou les Américains, avant de refaire surface le 19 août 2021 pour demander l’arrestation de Ghani pour « trahison ». Bref, la classe dirigeante afghane après avoir vampirisé le pays, le vend ou SE vend aux talibans à la première occasion.
Aujourd’hui, la vie en Afghanistan n’a que très peu changé, sauf pour la classe moyenne de Kaboul (et de 2-3 autres grandes villes). Oui, l’université est interdite pour les femmes, mais en-dehors de Kaboul aucune femme n’avait le loisir d’aller à l’université – et même à Kaboul, les femmes étudiantes se faisaient souvent insulter par leurs collègues en amphi. Oui, la pression pour qu’elles portent la burqa s’est accrue, mais même avant la chute une femme ne pouvait pas sortir en burqa dans les petites villes. C’est peut-être moche de dire ça quand on a en tête cette classe de jeunes éduqués prometteurs qui auraient peut-être pu redresser le pays s’ils en avaient eu l’occasion, mais ceux-ci ont toujours été une infime minorité au sein d’une population qui s’est battue de tout temps pour vivre comme au moyen-âge. Aujourd’hui, les talibans font surtout du mal au pays par leur incompétence économique et sanitaire, l’inflation est horrible et les inondations de cet hiver n’ont absolument pas été gérées.
Comme j’en avais parlé au début, beaucoup d’Afghans que je croise semblent se limiter à « Bon, au moins y’a plus de combats ». On dirait que l’Emirat a de belles années devant lui…

| So, when update 6 wiped my save of my first and only playthrough, I was crushed. I nearly walked out on Satisfactory to, I dunno, wash dishes and twiddle my thumbs until Mistlands on Valheim. But I decided instead to set myself a new challenge: start over from zero, and RP an environmentally conscious pioneer going rogue and being sustainable over FICSIT's objections. That suits me fine because I'm a Neo-Pagan who went rogue and sustainable IRL, and I love my $20 a month power bills and my Q-Anon governor can kiss my butt. But my dream was made hard to do by the fact that Snutt and the crew seem to be living high on the Koch Foundation money and failing to implement any of the originally intended alternative energy sources. With just biomass and geothermal, it seemed destined to be a slog to play this way. Could I do it? It wasn't a slog. I'm glad I did this RP, it made all the difference, I had a hell of a good time and Mistlands is out and I haven't even played it yet. RP Ground Rules: I decided that my first RP ground rule would be carbon neutral: I would use only geothermal and biofuel energy, and that meant getting to geothermal on biofuels and handwork alone. I decided for my second RP ground rule that I would have no continuous nuclear power. I would clean up the scraps of uranium scattered over the world to add difficulty to slug spawns and crash sites, and of course I would have to handle and could re-use the doggos uranium waste. But I would mine no uranium from the nodes, and once I created plutonium fuel rods I would sink them, save them, or burn them in vehicles where they created no residue, but not use them in reactors and create plutonium waste inimical to the Mother of Biospheres. Cleaning up radiation to serve life is one thing, creating more radiation hazard by digging up concentrated uranium entombed in the lithosphere and scattering it was not Way. For my third ground rule I decided to preserve forests. Brush and deadwood I would harvest freely, but trees were to be preserved unless I was clearing a factory footprint. Trees are Way. Honor the Mother of Biospheres. For the fourth and final rule, I would build a "Fence around the Way:" that is, if I couldn't be sure a process was carbon neutral, I wouldn't use the process. This creates some interesting not-this-but-thats that challenged my earlier thinking from my first playthrough. Goal: The goal was to Nut. The 1000 ticket prize, golden nut, nothing less. Stopping at just milestone completion would have been only moderately challenging: I wanted a challenge that would refine my processes and understanding of the game. Early Decisions: As I started, I read about update 7 and how biomass would become useful for tickets (little did I know that Snutt and the crew were making update 7 into a big, personally directed, fuck you to my play style what did I ever do to you, man?). So I decided early that power lines, buildings, railways, conveyor belts, and other things could not go on the ground: at the time I started, they created big void spaces where no fauna would spawn. For this reason, every resource transport had to go up at least 300 meters above ground level to minimize fauna disruption and preserve biomass supplies I would need for fuel and tickets. Enter: the Skyways. Skyway with conveyor lift and \"Jacobs ladder\" Refinery Lift, with Ficsmas Photobomb Lift Prime So, I used precious biofuels and lots of handwork to produce the steel and concrete and a handful of tickets to buy architecture elements, and then I started expanding my resource/transport nets 460 meter up on the skyways. Since conveyor belts are free to operate, I made them the primary movers of resources both vertically and horizontally, not energy sucking trains and tractors, and had them running the length of the map on skyway. If I never have to hand hammer another Alclad Aluminium Plate it'll be too soon, but once the skyways were running, life got easier. Things I Learned: Underclock FTW: In the process, I discovered two things I hadn't known the first playthrough: underclocking reduces time efficiency but dramatically (at the time, update 6) increased energy efficiency. So I began underclocking and making more of each biofuel generator and constructor or assembler to squeeze more work from the biofuels I was hand-harvesting. It worked, and worked better and better the more machines I built and the more I underclocked them. Many players complain that biofuels and in particular liquid biofuels are "not worth the energy invested," but actually, underclock at large scale and manage your fluids efficiently and horizontally, and for me they worked quite well. I eventually built an "energy lab" to help me test different efficiency rigs: observe my "mad scientist chalkboard" in the background. Update 7 nerfed the extremes of my underclocking that underlaid my most efficient processes very hard. And the diminishing returns on the gene capsule tickets was so steep that it didn't really compensate for what I lost, making me feel, once again, that the design goal was to dictate a playstyle. But whaddaya gonna do, that's designers intent and balance and blah blah. I carried on, and met my goal anyway. Muhah! Muhah! Muhahahahaha! I Will Make Nearly Free Nuclear Pasta for Everyone! Suckle at MAM's Teat: On my first playthrough I had picked up maybe 20 hard drives: the benefits of alternate recipes were unclear and confusing, and most guides were not much better. But in this playthrough, energy efficiency recipes first, and raw resource efficiency recipes second, became the backbone which, when coupled with underclocking, made my game possible. I hunted down every one of those hard drives, and still have extras sitting in my treasure box. Particular breakthroughs were charcoal (coal from wood, which then combined with sulfur for carbon neutral compacted coal) and copper alloy ingot, but many others were useful as well. Besides, hacking your way through a jungle to beat monstrous beasts to death with your carbon-neutral sword is a great adventure while the batteries are slowly charging with geothermal and underlocked liquid biofuels. Series, not Parallel: Do tasks in series, and limit parallel tasks in the early game to ease energy management. Build the screws and store in a buffer, then the plates and store in a buffer, then the frames and store, and so on, will allow you to do more with a limited energy budget than trying to balance too many parallel processes and running out of biofuels before you can harvest enough fresh stuff. Batteries, Batteries, More F*&%! Batteries: That is What Nearly 2000 Energy Storages Looks Like Energy Storages (to distinguish them from the batteries you manufacture) solved a lot of problems for me. Task too big to be practical on my energy budget? It's doable. Build more batteries, let them charge, and meanwhile farm biofuel or scale-up-and-underclock the factory. Geothermal sine wave energy supply shutting down your production line when you hit the trough? Hook the geothermals to energy storages, and they'll smooth out the supply and keep your lines running. Also, biofuel burners will not charge energy storages. Why? No idea. But if you hook one up to a battery, it acts like there's no load and burns no fuel. But liquid biofuel fed into a standard fuel generator will charge batteries, and biocoal-sourced compacted coal also charges batteries. Magic Space Energy Transport Belts. They can move the world on magic space energy, no cost to you. But hypertubes? They are expensive as hell when you have a limited energy budget because every entrance drains a constant large load (10 mw, or 2.5 constructors) whether or not you are using the tube. I build my skyways using hypertubes, only to find as the complexity grew and the nodes increased, they were robbing me of a huge amount of power even when I wasn't using them. I replaced them with Mk.5 belts positioned so I could jump and off and run on the moving surface. Not only did this save me a ton of energy, it reduced an annoying source of noise pollution and, when you run on a Mk. 5 with Blade Runner boots, you go faster than a normal hypertube. I kept two hypertubes for vertical transport at Refinery Lift and Lift Prime. All the others I removed, saving over 300 mw. And with the power savings, I powered a hoverfan pack, which, unlike hypertubes, you can turn off and save the power by simply leaving grid range or removing it from your back. The trade was well worth it. There are Many Like It, But this One Suffices There are a lot of weapons in this game, but inventory slots are tight. I carry just three at this point (Update 7): the Xenobasher, regular Nobelisk, and the Rifle with basic ball ammo. Sure, these days you can nuke a spitter until it carries Oppenheimers glowy babies, fling a hog off a cliff to splatter below or fill a giant stinger with twice as many holes as it took to kill it with turbo ammo. But here we have competence standards, and an energy budget, and those fancy modern toys are not energy efficient and the nuclear and poison ones are not Way and/or require components that are not Way. Learn to aim, use maneuver and cover and basic fauna TTP's, and you can whack everything in the game with the rifle and basic ammo and keep your BF2142 skills sharp. Can't be too prepared for those armored walkers. Ranch Efficiently: Doggos became my chief source of gunpowder: I could not determine whether the coal was mineral that they picked up (not Way, net release from lithosphere to the atmosphere if burned as gunpowder) or a carbon waste they produced (Way, accumulated through biological processes from active carbon in the atmosphere and biosphere). But when I penned them with no access to minerals, they still produced the coal, so I decided it was arguably carbon waste and, for the relatively small amount I would use, I could use it for gunpowder and it would be a very small release of carbon accumulated from the biosphere probably and manageable by the biosphere if not. But doggos like to crowd, making it hard to tell which ones have given you loot and which hadn't. So I penned them individually. And then they were sad and moped heart-breakingly in ways that made hogs give me the stink-eye. So I penned them in pairs instead, and they were happy. In pairs, it was easy to tell which ones had been looted and which hadn't, but it wasn't mean to the non-aggressive animals and therefore still Way. This handling really sped up my doggos harvesting, which became a significant energy free sources of a lot of things, except for useless slugs and SAM ore. Of particular use in your down phases when you've burned all your fuel are biomass items like hog remains, leaves, wood, and mycelia (especially mycelia). Be grateful for the doggos gift, scoop them up, and process them into biomass or charcoal for fuel. The steady stream from many doggos, combined with underclocking of processing into liquid biofuel, will be a real boon in hard times. Happy, Neatly Organized Doggos. Plus, It's Fun to Watch Them Bounce Off the Glass Overclocking FTL: Overclocking trades energy efficiency for time efficiency. When you have a limited energy budget, but are willing to spend the time, overclocking makes zero sense. Let those slugs do their slug thing and come back to hunt the animals that guard them for useful biomass, or if not, just stash the power shards and come back to cackle over your insane but useless wealth from time to time. What Are These for Again? Oh, Yeah, Making Stuff Inefficient. Great. Like Granpa Said, Turn Shit Off. Virtual Electricity Doesn't Grow On Trees. Buildings, if idled by logistics issues (not enough /too much stuff) or by the idle switch, still consume power. This is a monumental pain in the ass for you if you're on a limited energy budget, and proof that Snutt is evil and hates biospheres and efficient pioneers. One device idle? Meh, no biggie. 100, 1000, 10000 devices idle? Ouch, that's a big chunk of your budget doing nothing. If you're in early game and sparing with your tickets, set up each production line such that you can easily cut off its power lines when idle. Or by mid game, install a power switch from the power in the build menu and put it somewhere convenient and consistent so you can reach it easily and remember where it is. When a production line is doing nothing, then simply flick the switch. A watt/hour saved is a watt/hour earned. For remote sites, if you need to turn them on and off regularly, you might want to install a special dedicated power line with a switch at your main base. For me, with geothermal grid tied into the production grid by early design ignorance, I had to settle for making very remote sites extremely efficient and turning them off less often because of the travel time. But major power drains in your industrial center can be easily managed with switches and will save you a lot. Fluids suck. Use That. My skyways worked great with solids transport and me transport, but fluids? It takes 8 MW to move fluids up 50 m, and with 400+ meters to the skyway most places, that's a lot of energy cost that does me very little. My solutions were: - Don't move fluids. Turn them into solids and move those. Belts are free to operate.
- Containerize the fluid, build a ton of and then underclock the packagers for efficiency, and move the containers up to the skyways on belts. Power hungry, but once the containers are made, much less power hungry than pumps. Plus, containers store more compactly in industrial containers than fluids do in much larger industrial fluid buffers. Why? Plainly Snutt is on the take from Big Plastic, as well as Koch. We know those planet-haters are making you rich to corrupt our minds with unsustainable ideas, Coffee Stain. Dr. Guillotine is dead, but expect mandatory yoga, kirtan, aromatherapy, and rescue kittens when the revolution comes. Your enlightenment will be transgressive.
- If you must move fluids as fluids, move them horizontally. The skyways, for example are perfectly horizontal and horizontal pipelines work flawlessly once the fluid is up.
- Once the fluid is up and moved horizontally, a 400m fall from the skyway into your fluid-using building ensures maximum flow rate. I've had initial flow rates into the 1200's on a MK 2 pipe. Don't know how that's possible, but fluid mechanics and abstractions of fluid mechanics are not my field.
- Shunt waste water downhill to low points, then containerize and send them back up. Waste water can be used back at your refinery. The savings can be appreciable in two ways: one, the cost of sending the water back may be comparable or less than pumping fresh, and two, you won't waste nearly as much energy on processes stalled by full fluid buffers you have to travel to and manually drain.
The Hole: The Place Where Wastewater Flows to Go Back to It's Home in the Sky Only the Best for My Planet Don't use inferior resource nodes. Compared to the efficiency you can achieve by building multiple production buildings and underclocking them, miners and oil extractors are horribly power hungry, but they consume the same amount of power on a pure node as an impure or normal one. Since they'll be running constantly and drive the rest of your industry, only place on pure nodes once you have found them. This will get you more mineral/gas for your watt/hour, and that will add up to eye-popping savings in no time. Save Your Own Time Once you have connected your last geothermal to the grid, your question changes from "Where can I get more raw energy?" to "Where can I get the most energy efficiency for my hour of management and construction time?" That means your time has an energy value, so use it wisely. You can spend hours making a process minutely balanced and efficient, and that's good practice for the mind, sure, but you should be asking yourself if the task your doing will provide the greatest energy return or if a 90% as efficient process somewhere else will save you more net energy. In general, I used the following rules for my time: - Increase raw energy until you have tapped all geothermals.
- Increase efficiency as much as you can with components available, aiming at the largest returns first.
- Hunt hard drives looking for recipe efficiencies. Harvest biomass that gets in your way, just not trees, doggos, or Mr. Bean.
- When out of parts to create new efficiencies, or entirely out of fuel, hunt and gather.
Rest. My first playthrough was a hectic and grueling journey through the tech-tree and scale that left me exhausted and underslept. My Way playthrough has gone on for 2K run hours, I'm sleeping as I should, and I'm still loving it. Why? Pacing. Accumulating power, and discharging it efficiently for set purposes, implies periods of recharge where most of your buildings will be off (with switches, you wastrel!) So take the time. Explore. Hunt hard drives, wander the handcrafted world. And when you have all your hard drives, build art. It's fun, and ornaments the game. I came across a few pages in
Dyatlov's book that I thought provided brief and interesting commentary on a couple of "subjects" we've visited before
here,
here, and
here. Abagyan was notable for his high position in the scientific structure coupled with flip-flopping on the causes of Chernobyl that did not comport with genuine changes of facts but with changes of a let's call it broader context. I characterized the man as a worm. On pages 90-91 Dyatlov remarks on Abagyan as well:

Director of VNIIAES - his other positions don’t interest us.
He was also part of the first commission on the investigation into the causes of the Chernobyl accident. He, with Deputy Minister [of Energy] Shasharin, refused to sign the report as part of a group of workers from Minenergo [Ministry of Energy], and participated in writing a more realistic addendum to the investigation report. Included in a group of Soviet specialists who informed the international community at the IAEA, sharply changed his position. Why he did this, I don’t know. Either because Shasharin was removed from his position by then and was therefore no longer the boss, or “wisened up” and joined the majority. I don’t know what I don’t know.
I’m simply stating that Dr. A.A. Abagyan’s opinion, without the appearance of any new research materials, changed to the opposite within two months.
This goes back to
here. Adam Higginbotham's Midnight in Chernobyl is notable for one particular thing - it lays out the context for the hot potato blame game in the aftermath of Chernobyl that played out behind closed doors. There is a discreet mention of these events in INSAG-7. Initially Abagyan, being employed by the Ministry of Energy, found himself on the side whose interest it was to place the blame on design, inadequate operating instructions, etc. This happened to be the more accurate side. It was also neither the more powerful nor the winning side. It didn't take long for Abagyan to wisen up and join the winning side. The thing is, the flip did not hinge on mere differences of opinion:
At this time, the Government Commission’s report, which provided A.A. Abagyan no new technical information, and the Politburo’s decision, which naturally contained no technical information, had just been released.
I won’t compare the entirety of the two documents, I will only give one specific example.
\ From the addendum to the investigation report:*
Item 8: “The blocking of EPS on shutdown of both TGs, does not contradict Technical Regulations and Instructions, and the actuation of this protection could not have prevented the accident,… it would have occurred 35 sec. Earlier.”
\ From the report to the IAEA (table of violations committed by operating personnel):*
- Violation: Blocking of reactor protection system relying on shutdown signal from two turbogenerators
- Consequences: Loss of possibility of automatic shutdown of the reactor
Both documents are signed by A.A. Abagyan: one in May, and the other in July of 1986.
Let’s suppose his opinion on the named issue changed, it changes the conclusions. This could be understood. But Dr. Abagyan, how do you tell people to understand your two opinions on blocking protection? In Regulations, it clearly states when it is taken out, and there is no room for misunderstanding.
Up to this point I didn't know that the blocking of the emergency protection system on disconnection of both turbogenerators being allowed was put on paper outside of the operating instructions and claims of operating types. Even less so did I know it was already written that a reactor shutdown at the start of the test wouldn't have prevented Chernobyl! This statement apparently written within a month of the explosion is even more unambiguous than the statements found in
INSAG-7 on pages 11 and 18 six years later!
Both the time and significance of the blocking of the turbogenerator trip have changed in the light of new information. The event occurred at 00:43:27 rather than at 01:23:04 as stated in INSAG-1. The time at which the second turbogenerator was shut off remains unchanged.
This trip was blocked in accordance with operational procedures and test procedures, and the SCSSINP Commission (Annex I, Section 1-4.7.4) does not support the apportionment of any blame to operating personnel. In the light of new information regarding positive scram, the statement made under the significance column of Table I in INSAG-1 that "This trip would have saved the reactor" seems not to be valid.

Disabling of the 'two turbine' trip was allowed, and indeed was required by normal procedures at low power levels, such as the power level for the revised test. In any event, the occurrence of this trip might well have caused the destruction of the reactor at the time of turbine trip rather than shortly afterwards.
Despite having his name associated with "prescient" statements Abagyan evidently lent it to more public contradictory statements, joining the narrative of operator violations being the overwhelming cause of Chernobyl. By the way, is the referenced addendum by the Ministry of Energy available anywhere?
Dyatlov brings up the deputy minister of Energy Shasharin perhaps being an instructive case for Abagyan. In a case of Soviet theater the "legendary" minister of Medium Machine Building, which was enormously more powerful than the Ministry of Energy, went after Shasharin
ironically inside the Politburo:
Shasharin was singing here like a Bolshoi Theater performer... Plus, they blocked the emergency protection system.
This despite Shasharin
joining the chorus and throwing the operators under the bus:
Blame for the accident is on the personnel.
Shasharin was removed for his troubles. Abagyan for years decided that there were considerations more important than the truth, although in at least one instance when it appeared the wind was blowing in the other direction he proudly recalled how he and his people had figured things out quickly, "the personnel errors played a minor role".
Back to Dyatlov's book:
In the magazine “Our Contemporary”, it seems the doctor reports that they answered questions from specialists and correspondents for five hours a day. Little by little it becomes clear how they answered, how they tried to present the personnel to the international community, (A.A. Abagyan’s expression) “beautifully, objectively” presented, Thank you!
That was protection. But regarding reactor power:
* In the addendum to the report, it is shown in detail that not one pre-accident document shows any restriction on reactor operation at any power level, including at 200 MWth.
* The international community was informed that operation at power levels less than 700 MWth was prohibited by Regulations.
Quick and clear. A lie. So what?
These are the “principal” people that were involved, and continued to be involved in the investigation. Well, he is the master of his own word: I gave it, and I took it back.
Apparently also in this addendum "it is shown in detail that not one pre-accident document shows any restriction on reactor operation at any power level, including at 200 MWth". We know what happened

Now, by "principal people that were involved, and continued to be involved in the investigation" Dyatlov is seemingly referring to three men -
Academician A.P. Aleksandrov,
Academician V.A. Legasov, and
Dr. A.A. Abagyan. These are the three names with their own sections comprising "PART 8: PEOPLE" of the book. Aleksandrov may or may not warrant his own post depending on what is written on these pages, although I just caught this claim:
Of course, he deserves a special discussion. In 1986, he was President of The USSR Academy of Sciences, Director of the IAE, Head of Science for the RBMK theme, and inventor of the RBMK\()*.
Is the part in the parentheses in Dyatlov's book? The name is misspelled - it's S. M. Feinberg. That name brings us to one of his proteges,
Alexander Nikolaevich Rumyantsev.
Finally:
Academician V.A. Legasov
I agree with the rule about the dead. Speak well or not at all.
Trigger warning for all the Legasovphiles - read not beyond this point.
But overall I don’t see a big sin, since the academician himself did not adhere to it. The operators, which he accused by signing the conclusion of the government commission, had already died at that time. What he did was on the same plane as the Soviet specialists and IAEA informants.
Psych. Dyatlov is about to write not so well of the dead, and I of course have no such inhibitions being "pathalogically" obsessed and all. Still haven't gotten professional help despite being in dire need of it.
I do not want to talk about V.A. Legasov’s work on the liquidation in the aftermath of the accident. Recently statements have come out regarding the fallacy of several technical decisions made at that time. Well there has never been a lack of good hindsight, and not now. Sitting in a comfortable office for years, eventually you can think of something useful. You’re in extreme conditions for a short time, make decisions and then see if they’re optimal. And beside that, why should incorrect decisions be attributed to Legasov. Was he alone? Velikhov was. Or is it dangerous to criticize Velikhov? Alive and in power.
Ok.
V.A. Legasov’s specialty was not in reactors, he didn’t specifically know power plants, and I believe he couldn’t have specifically figured it out anyway. By virtue of character, he trusted others. But this in no way justifies or explains his signature under the conclusion of the government commission and actions at the IAEA.
A man of wide erudition, he was engaged in general industrial safety issues. With all of the specifics of chemical, oil, or nuclear enterprises, safety issues have a lot in common.
No, academician V.A. Legasov could not understand that accusing the staff of such an explosion is illegitimate. He couldn’t understand that if a reactor explosion occurred in such normal conditions, without any kind of natural disasters, that it consequently had no right to exist.
They should not and cannot be allowed to explode releasing huge quantities of radioactive substances into the surrounding area. With the consciousness of this, he couldn’t understand it in any way, he naturally had to arrive at the question - why did the explosion occur after all? Even without figuring out, or coming to an understanding of the personnel errors.
After such a question, the direct path to follow is: did the reactor meet the accepted nuclear safety standards? If so, do these standards sufficiently meet the level of safety criteria? These questions were unable to come up. Any accident investigation is carried out using operating and design documentation, and equipment certificates. There is nothing new here. And the very first push in this direction would have shown clear discrepancies between the reactor and GSP/NSR. Yes, you didn’t need to go anywhere for this, they are in the Government Commission’s conclusion, only there is no reference to “Regulations”, but they are called shortcomings.
Therefore I am certain: there is no conscious mention of the regulatory documents in the conclusion. And the main person responsible for this is academician Legasov along with the chairman of the commission, B.E. Shcherbina. Not the Minister of Internal Affairs, he answered for his part in the commission, not for the technology.

Legasov was not great with documents such as operating instructions and design regulations in determining guilt for a nuclear reactor blowing up. Neither was Shcherbina. They were great, however, at having poignant conversations and roles in HBO/Sky's Chernobyl.
V.A. Legasov does not bear any personal responsibility for the RBMK reactor and generally had no relation to its existence before the accident. With his signatures, he covered up the sins of others, consciously covered them up. And not so unexpectedly in a letter from the senior scientist of the institute: “ Legasov is a clear representative of the scientific mafia, whose politicking instead of leadership in science led to the Chernobyl accident…”, which V. Gubarev writes about in “Pravda.” Apparently not so unexpected is his non-selection to the Scientific Technical Council of the Institute: 100 for, 129 against.
So we understand that in relation to RBMK reactors Legasov was a fish out of water. Yet somehow he rose as high as he did. By the way, how the hell did this happen?

It was just a matter of waiting. E.P. Kunegin, who served as deputy scientific supervisor of the RBMK project, passed away in 1983, V.A. Sidorenko was transferred to work in Gosatomnadzor. A.P. Alexandrov became the President of the Academy of Sciences of the USSR. The actual management of the reactor areas passed to the Deputy Director of the Institute V.A. Legasov, a talented chemist.
The one thing Legasov was is conspicuous - "he covered up the sins of others", "consciously" so according to Dyatlov. Here we see the "clear representative of the scientific mafia, whose politicking instead of leadership led to the Chernobyl accident" quote, which is neither Dyatlov's nor Wikipedia's.
What did he put his authority on, and who put pressure on him? We will not learn this. No, V.A. Legasov’s report at the IAEA conference in Vienna did not bring him worldwide fame. And he apparently understood this.
I would like to think that the academician was mistaken, and didn’t understand the causes of the catastrophe, because it is painfully sad to think otherwise.
Sometimes Dyatlov likes to say or write contradictory things. This, however, mirrors my line of thinking. Legasov was one of two things - dumb or scum. He was either really damn ignorant and just organized and presented information he took at face value from others, or he was a liar who knew what he was doing in scapegoating operators.
What did we live to?! I can’t, it’s not working. Elementary logic doesn’t stand. And V.A. Legasov’s exit from life on the very anniversary of Chernobyl, says the same thing.
But I don’t attribute it to the mafia. This man had a conscience. Under the circumstances, he made a cruel compromise with his conscience and couldn’t take it. Selection continues. Having human qualities, they are knocked out, one way or another.

Close your eyes. It's Sunday, you are recovering from a busy weekend, full of meeting friends and family, but even fuller with live music. You wake up at like 4pm because you only got back home at 6am and your whole body was so tired it needed way more than the full 8 hours. You look outside the window, it has been raining all day and the weather report says it's not going to stop anytime soon. You know what that calls for? Some relaxing liquid. The kind that's not falling from the sky I mean. Good thing we've got mister sun emoji himself, SOLR, providing the goods with his brand new EP!
No, not the artist formerly known as SØL and no, not Soul:r either. Today we'll be talking about SOLR, Hari George's electronic music project! This Oxford-based producer's journey starts before the name SOLR came into the picture though, for that we have to go way back. Back to 2011/2012 to be specific! Back then still known under his Tritech pseudonym, Hari was throwing out Dubstep bangers left right and centre, honing his skills further and further with each newly posted WIP. While finishing his studies, he also ventured out from Dubstep to other genres like Dub (a huge leap, I know) and Ambient, but after a while he was craving a new start. One that wasn't bound to expectactions built up from something he started as a kid in school. One he could form to his liking. One that would involve more DnB!
Skip forward to 2018 and there we have it: SOLR debuts on GLOCKWORK Records with his silky smooth DnB debut The Cold In Me. While he didn't just abandon Dubstep completely, with the occasional steppy dubby single dropping here and there, he was and still is very much focussed on DnB for this project. After a few years of regular releases on GLOCKWORK, he became a part of the extended Fokuz family of labels, with his All Of You EP on Influenza in 2021. From there on, things quickly snowballed into all kinds of label releases, with appearances on Four Corners, Liqüid, C Recordings and none other than Liquicity sister label Galacy! Furthermore, he also continued filling out his Fokuz-family label stamp book with EPs on Celsius and, since this week, Fokuz Recordings itself. So let's talk about exactly that!
SOLR starts this sunday sooth session™️ on said Kupalo EP with the terrific title track Kupalo. Distant vocals that you can't quite make out fading out into the nothingness, wind chimes chiming in in the background, a sheer endless stream of steadily rolling drums, and some soulful yet funky pianos giving us a glimmer of hope in this dark and gray world. That's Kupalo for ya. Now that we're fully in the mood, SOLR, this time in cahoots with Heidelberg-based Minos, hits us with the follow-up, Purify. Just like its predecessor, it has got multiple minimalistic melancholic melodies by mysterious musical instruments, these wonderful Ekho-y drums and bass that just wraps itself around your ears like a comfy blanket, but this time, there's also a way bigger emphasis on the vocals. After a short while, in which the heavily processed female vocal sample blesses us with its heavenly presence, all kinds of short yet beautiful vocal snippets begin to appear in the mix, keeping us company until the end.
But wait, we're not quite at the end just yet! Next up we've got Shatter keeping up the high levels of immaculate vibes, while also pulling us down into some pretty deep and dark depths. Right off the bat, a particularly hard-hitting kick-and-snare combo smacks you awake, with a set of hypnotically shuffly drums surrounding it, already making this a certified headbopper. Soon enough, SOLR treats us to a set of vocals that, while sounding very much like a transmission from an alien world, still makes you want to close your eyes and drift away, while this all-encompassing atmospheric bass provides you the warmth you might have to cut back on in your apartment at the moment. Lastly, Exonerate gives us the smooth send-off we need before we hit the bed again. This EP closer's arrangement of vocals is probably the most diverse one of the EP, going from thoroughly deepened ones to one that sounds almost autotuned to various different vocal samples enriching the background as much as possible. As with the other tracks before it, the instrumental is of course also just lovely all-around again, with my personal highlight being the moody guitar.
This whole EP is just one big vibe after another. I couldn't have asked for a better soundtrack to my sunday blues.

However, closing a company with HMRC debts must be done according to the current insolvency laws because any problems and directors could be held personally responsible for the debts. On top of this, HMRC has the power to pursue its debt long after the company has been closed.
So, how do you close a company with
HMRC debts without attracting other problems later on?
What are HMRC debts? Currently, HMRC is owed a staggering total £33 million in tax debt at the close of March 2022. For most companies, their tax debt is made of arrears for VAT, National Insurance (NI) payments or income tax (PAYE). Part of the problem is that as soon as your tax payment obligations are overdue by 30 days, HMRC charges a penalty of 5% of the original amount due. If this isn’t dealt with and paid on time, further penalties are coming, at six months and 12 months.
In many cases, it is possible to come to an agreement with HMRC, either through their Time to Pay (TTP) scheme or a mutually-agreed arrangement to pay instalments over 12 months.
If you owe money to HMRC and want to close the company, you will need to use a Creditors’ Voluntary Liquidation (CVL) process.

Getting my boom stick, armor, and then grabbing a motorcycle and a couple tanks of gas from the drone store, then zooming around the map (the one map that starts with an E, troi is blah) doing back and front flips and figuring out how to do other tricks while harassing players, killing time and head hunting the beginning of the match, and then making noise and being dumb and careless near the end pulls the skilled players in towards me and the final circles after the bots and unskilled players have been liquidated often creates an intense shooting and throwables match where every real player left alive has to battle it out at semi close range with limited places to hide or do snake shit creates a better and more competitive match for everyone involved, according to me. I don't usually win nor do I care too, but I land in the top ten consistently and it's cool as long as I make the match a little funner for you.
Sometimes I just choose to not care at all, grab a bike and provide players with real time moving target practice at the end of the match when the remaining number of survivors is around 25 or less, it's what makes the game fun for me I don't care if I win or lose, 9 out of 10 times when I'm being a stuntnut on a crotchrocket, I don't win the match, and it's intentional, I just enjoy making another players match and hard fought victory fun, which keeps people coming back.
I've noticed that biking while sniping reduces the amount of snakes, they tend to pop up to be nosey when i pass only to get sniped out when i come back around the corner. It also cuts the amount of randoms in cars with no shooting skills that they think they can chase down and kill a player on a bike like they do players running the map. if you know how to use the motorcycle as a tool and a weapon players in cars get wiped easily when they're chasing you down if you run them into a tree or building or giant rock or into the water, it's easy to turn and give them the old double tap once they've taken so much damage from crashing into things, they cant fight back or heal quick enough.l to make a comeback, it also makes battles within the final circles up close and far more intense, being noisy on a bike draws everyone in closer together.
The best unknown thing aboit this game is being able to create your own style, pace, and the battle conditions in random solo ttp matches. You just gotta be creative with it, you can almost set up guaranteed wins or intense mulit player firefights if you have skills and use things around the map in ways people don't think of. Like motorcycles or drones or air drops and gliders, smoke, or whatever... to hell with the cars though, they're uncontrollable garbage.
I played to kill and to rank up cause it's the point i guess, but fun is more important, its fun to confuse other players with random off the wall tactics that make them walk into their own demise. Also fun coming across a player youve killed killiing you with the tactic you used against them.
I hit conqueror each season and float in the top 100 and what now? I rank in the top 10 as far as kills each season and what now? I've been pretty high up in overall rank each season but what now? I don't care about winning and being in the top over all doesnt really do much or reward much, gun skins and clothes are blah im a girli like cute looking stuff but who wants to run and gun while dressed like a power ranger or some shit.
It's not fun to chase rank or collect wins. i just like the kils and intense fights with other sklled players. I like my motorcycle and back flips and front flips and wheelies and whatever while head hunting randoms who cant shoot straight.
Stop caring about what others say needs to be done or fixed to make it fun for them right now, it's still new, make the game the meat grinder you want it to be and you'll always be entertained and less bored.
Devs need to add more motorcycle stuff. It'll be nice to do a solo drive by on a bike instead of either accidentally hopping onto the back seat and not being able to shoot, or having to come to a complete stop and then get off the bike and then taking aim and then shooting and then reloading and then getting back on the bike and then turning it on and then finally being able to drive off before getting taken out by someone watching from afar.
If you come across a someome on a bike doing random flips and wheelies and whatnot while providing players with no aim lessons on how to hit a moving target, it's me, feel free to say hi.
I've seen people become bored with the game, so have i so this is how I fixed it for me. if all you do is push for rank you'll be bored. I've been conqueror since the beginning and float in the top 100, and top 10 in kills overall, but my survival is blah. when you get to the top you've gotta change it up and make the game yours.
Create the match you want to have and stop being predictable doing the same over and over.
That's how I keep it interesting.

Hi,
I'm not necessarily new to vaping, but I'm more so new to finding specific specifications for certain types of liquids. Forgive me if I get any of the terminology wrong.
My current vape is a Drag 3 and my coil is a TTP-DM2 (0.20 Ohm). I'm not new to nicotine, I used to scrounge my friends' vapes who smoked a lot of nicotine. But, without any proper advice, I went ahead and bought 20mg nic salts from my local shop Titanic Vapour. It's called Berry Blast, 50/50 with 27% nic salts. I found that vaping it on my vape in particular, usually at around 40 watts as my vape doesn't really vaporize it properly at 10 - 15, produces a very harsh burn on my throat.
This coil is relatively new and I began using the nic salts on it almost immediately. From when I first started using the coil a few days ago until now, it burns my throat unless I take a very quick draw and M2L. It still gives me a good hit, but if I take too much it burns my throat and makes me cough a lot. I'm not sure if it's just the juice that is poorly made or I'm using the wrong coil/wattage, but any advice would help.
